Henry Howell was born 6 Mar 1828 in Childerditch, Essex, England, son of James. He was baptized into the LDS Church in the river Thames by his brother James on 8 Oct 1854. He married Frances Goble 10 Mar 1855. Frances was born 10 June 1829 in East Horden England, the daughter of John Goble & Sarah Oatley. Shortly after Henry & Frances' marriage they immigrated to Zion leaving Liverpool 17 Apr 1855 on the ship Chimberaz, leaving all their family behind. They arrived in Philadelphia where they remained for five years.

The Howell family arrived in Salt Lake 1 Sep 1860 and remained there until 1 Oct 1864 when they pioneers Bear Lake County, first settling in Paris, where they remained until they moved to Fish Haven in 1867. Frances was chosen as second counselor in the first Fish Haven Relief Society and held this position until 1891, when she became President. She held this position until her death 22 Jan 1899 in Fish Haven.
Henry was ordained a High Priest in 1877 by Elder William Budge. He was active in his ward, leading the singing until a few years of his death. He died 24 Nov 1896 in Fish Haven from lung and heart trouble.
Ezra John Howell served as commissioner of Bear Lake County from 1913 until 1921,acting as chairman of the board.
