Samuel Payne was born 6 Apr 1848 in Kanesville Iowa. His father Samuel Payne was born July 1814 in Melbourne England and died in 1848 in Praireville Iowa.  He married Mary Ann Barns 1 May 1839 in Calshire England.

Samuel Payne Jr. knew little about his parents, brothers and sisters.  When he was 18 months old his mother died in Kanesville and the children were given out to be raised by others.  He was taken by a Bishop Simeon Blanchard and did not arrive in Utah until 1850.  The Blanchard's gave him to the Dunn family and they moved to Ogden Hole in 1852.  He lived there until he was fourteen and then lived with Abraham Hunsaker for three years.  At seventeen he went to Boise Idaho to work in the mines and on the mail line for the Wells Fargo Express Co.  In 1864 Samuel Payne moved to Bloomington and was among the first 1864 settlers.

The first houses built were John Dunns and there were forty one room houses built for the families that spent the winter of 164 in Bloomington.  Under the direction of Charles C Rich, the main street was laid out into ten acre blocks and divided into lots of one acre each.  Education was of prime importance to the settlers and a log school building was built with James H Hart and George Osmond conducting the first school.

In 1866 Samuel was called on a mission to return to the States for immigrants.  Afterwards he worked on the Southern Pacific Railroad at Promontory until its completion in May 1869, when the Gold Spike was driven.  On March 15, 1870 Samuel married Emily Sarah Aland in Bloomington.  Sarah was born 3 Nov 1851 in Batheaston England, the daughter of Sparrow Aland and Sarah Harding.

Thirteen days after the birth of her fourth child, Emily Sarah died 28 Dec in Bloomington.  On Nov 15, 1877, a new mother entered the home, Lydia M Kelsey who became a mother to these children.  She was born 1 Nov 1856 in Brigham City Utah, the daughter of Stephen Robert Kelsey and Lydia Snyder.

Samuel was interested in politics and took active part in school affairs and served as school trustee for years.  Lydia died 14 Apr 1913 in Bloomington. Samuel died 1 Feb 1938 in Bloomington.

Samuel Payne, pioneer resident of Bloomington died Tuesday at 10:45 at his home. Mr. Payne, who was over 89 years old, was born in Iowa on April 6, 1849. Funeral services will be held at the chapel in Bloomington Friday at 1 pm. Interment will be made in the Bloomington cemetery.
