William Hensley Banks, a captain in the 9th Pennsylvania Cavalry in the Civil War, served as a Marshal for five years in Utah before coming to the Bear Lake Valley to settle.  Known as "Captain Billie", he had plans for making the Banks Valley area a community.  He and his family came here from Minersville, Beaver County, Utah in 1875 and had applied for a Post Office at the time of his death.  William was born 1837 in England and Margaret Jane Armitage was born 17 Jan 1844 in England, the daughter of Joseph Armatage and Sarah Kitchen.  They married in 1863.

William died on his ranch in 22 Mar 1915 and was buried in the Montpelier Cemetery.  Margaret Jane died 29 Dec 1933 and was also buried in the Montpelier Cemetery.
